The decision counted with the backing of the three parties in the Basque regional government the Basque nationalist PNV (Basque nationalist Party), EA (Basque Union) and the leftist IU (United Left).

A nationalist conflict cannot be understood unless it is put into context. In the Basque case this context goes back to ancient times, as a millenarian culture fighting against various invasions and oppressions: the Romans, the Visigoths, the Moors, the Francs until the remaining occupation by the kingdom of Spain and France (currently Republic).

The five remaining imprisoned Joxemi Zumalabe activists Iñaki O'Shea, Carlos Trenor, Mikel Zuluaga, Mikel Aznar and Sabino Ormazabal were also released on 18th May after payment of £2,000 fines.
