The Basque regional Parliament upsets Madrid by approving to discuss self-government next September

Friday, 12 July, 2002

On Friday 12th July, the Basque regional Parliament approved to discuss self-government next September. The decision counted with the backing of the three parties in the Basque regional government the Basque nationalist PNV (Basque nationalist Party), EA (Basque Union) and the leftist IU (United Left).

Survey on Basques backs the change of Basque Statute

A survey published on the13th July by the Basque regional government found 63% of people want to change the Estatuto or Spanish. This survey included 2.851 people from the 3 provinces of what is the Basque Country Community (no including therefore Navarre and the 3 provinces in France). From all the surveyed 62% chose that “the right of decided its (BC’s) future” should be established in that reform and 60% also stated that they wanted an increment in the relationship with Navarre and the 3 provinces in France; 71% accepts that Basques should have the right to call for a referendum on sovereignty. In the ballot on sovereignty 34% will vote on behalf, 29% against and 11% wouldn't vote. According to this survey 19% demands to be independent right now.

The Basque radical separatist party Batasuna didn’t vote in this, as it understands that this is not a problem of enjoying more power but of enjoying the right and possibility of self-determination (independence). Batasuna viewed this as a strategic manoeuvre by the institutional Basque parties to get oxygen while the latest furious Spanish right offensive to illegalize Batasuna. Still, this decision is a step forward towards independence.

Batasuna informed that they will take part in the discussion in September but only if the right of self-determination is considered. Arnaldo Otegi, Batasuna’s spokesperson, stated that the ‘Spanish governments problem is the Basque people, not Batasuna’.

Meanwhile the two Spanish parties with representation in the Basque Country, PP (ruling Spain) and PSOE continued what has been their position since the dictatorship ended of opposing any demands of increment of self-government in the Basque Country. Both parties have reacted in the most fascist way to the Basque nationalist demands. The Basque PP President Carlos Iturgaiz threatened the Basque regional with the courts if he went ahead demanding more power. Another PP MP threaten to abolish the ‘autonomy’ system applying to the Basque Country currently that allow just some regional powers –what the alternative would be like wasn’t unveiled, but then the only possibility is the comeback of Francoism.

The decision is based on the basis that it doesn’t fulfilled essential requirements like the report of the Navarran Council for the Basque Language and that one of the General Direction of the Public Service. It’s terrible that those in the Navarran regional government implementing such laws are the Navarran conservatives, the same ones who mention with pride that the Romans knew the Basque language as Lingua Navarrorum or language of the Navarrans. They’re not Navarrans – they’re a disgrace.

The Basque PSOE MP JR Jauregui stated that such demand entered the grounds of the terrorists (ETA). Being this day the 5th anniversary of the murder of PP councillor’s MA Blanco, both parties PP and PSOE take advantage of it to say this was a compromise with the terrorists. And so the former PP Home Minister Jaime Mayor Oreja warned that if the Basque institutions challenge the established frames they would face the Justice.

What is evident is that while everyone agrees the Spanish rule everything is fine, but just as your mention self-government, independence, etc, the whole democratic discourse is taking over by the one they hide behind their masks: the fascist, francoist, Españolist one where you’re called ‘terrorist’ just because those elemental and human rights (according their international politics) of constituting yourself into an independent country have been just defended by armed organisations as well as many other political ones.

Then their democracy is exposed: you face military invasion (as the Spanish Constitution states and as they practised in the time of ETA’s cease-fire), you face to loose even the powers that the current regional government allows or as they’re threatening now any politician and party defending that position will face imprisonment. That’s the Francoist PP’s farce. Whatever happens in September, what is clear is that it will expose clearer the real face of those Francoist fascists currently holding the Spanish government.

Meanwhile the Spanish government reclaims back Gibraltar and launches an offensive to recover the Perejil Island from Marocco. It looks like the Spanish nationalist times are not over in this new democratic and modern Europe.

PP and PSOE pact a resolution against the Basque attempts for self-government in Parliament

On Monday 15th PP and PSOE passed a resolution in Parliament against the Basque attempts for self-government. In this resolution MPs from these two main Spanish parties PP and PSOE (the first one currently holding power and the second one previously) demanded the Executive (government) to guarantee the legality of the "Constitution and the State".

This means that in a democratic system like the Spanish one, the unity of the country is over the desires of citizens to make use of their rights!! At the same time the regional government of Navarre (one of the provinces considered part of the Basque Country but not part of the Spanih Basque regional Government) passed a resolution demanding the Basque regional government to restore the àaccording to them!!!- Œlegality broken by them‚ by interfering with the Navarre‚s regional government in their Basque self-government resolution.
